But history suggests otherwise. E.g., in SWIFT, moves happens on separate domestic rails, not on SWIFT itself, when correspondent banks, who often process incoming instructions in their own cycles, are used. Localization is good as long as we have the unifying framework—otherwise there will be no delegation. And having different chains is one way to escape the S-curve saturation.
